The Size of Congress
Recently, Slate ran an "explainer" article that included this question and answer:
How come there is no pressure to increase the size of the House?
Do you want there to be 9,000 United States representatives? Increasing the size would only make House functioning more unwieldy and dilute the power of each member. And the public is not clamoring for a more intimate member ratio.
I would say that the people of the United States very much want a more intimate member ratio, and that they would like indeed to dilute the power of each member. Those are the issues that the current campaign-finance brouhaha centers around.
As long as each member of Congress is very powerful, and as long as each member does not have an close relationship with the people he represents, Congress is going to continue to represent only those people who can get their attention, with money.
